Quick question about this photo of POTUS signing away women’s reproductive rights

So yesterday, hot on the heels of a protest where women gathered worldwide to protest against his treatment of women and the 44th anniversary of Roe vs Wade, Donald Trump celebrated fittingly: he signed an executive order to massively curtail reproductive rights for women in America! Amazing!
Specifically, the piece of paper Trump is signing in this picture bans federal funding for international health organisations that perform abortions – and also revokes funding for ones which even provide information on abortion to women as part of their family planning services. It’s actually a pretty old bill, introduced by Reagan in 1984, revoked by Clinton in the 90s, reinstated by GW Bush, revoked by Obama – and now it’s back! Great! This is fine! I’m not inwardly screaming!
So anyway that’s what he’s signing, that landmark death sentence, in this picture. But that’s not the important thing. The important thing, which basically everyone on the internet has noticed, is that there’s something a little bit weird in the photo where he’s doing it, watched over by Death Eater like lackeys. Can YOU spot it?
