UW-Madison student charged with running naked inside the Wisconsin State Capitol

He said he was protesting ‘the financial decisions of Donald Trump’

Russell C. Doupe, a 22 year-old Wisconsin student, was tenatively charged by Capitol police for running around inside the Capitol building naked.

According to the Wisconsin State Journal, police have video evidence showing Doupe taking his clothes off on the first floor of the Capitol Rotunda at 1:30pm on February 4.

Officers said Doupe was with his friend, Thomas Siwula, and they both smelled of alcohol. By the time police arrived Doupe had his pants back on and apologized for being naked.

In a video of the event a little girl can be heard saying, “What’s that?”, and the man who took the video said he was fearful Doupe would fall off of the railing.
