With drunken escapades raking up costs of more than £300 million last year across Devon and Cornwall, Devon police and crime commissioner Tony Hogg has made it his mission to reduce the costly effects of binge-drinking on society.
Prime Minister David Cameron is in support of the idea, which would allow police and NHS staff to attend to more serious matters.
